As India accelerates the transition towards a more organised and sustainable vehicle scrappage ecosystem, Rosmerta Auto Recycling Pvt. Ltd. (RARPL), one of India’s leading Registered Vehicle Scrapping Facilities (RVSFs), has entered into a strategic partnership with Eicher Trucks and Buses, a business unit of VE Commercial Vehicles (VECV) to facilitate the authorised scrapping and recycling of End-of-Life (ELV) commercial vehicles across the National Capital Region (NCR).
The partnership will enable Eicher Trucks and Buses’ dealers and customers to access a structured, transparent and compliant vehicle scrapping process, helping commercial vehicle owners retire ageing trucks and buses through authorised channels while supporting fleet renewal and responsible resource recovery.
The collaboration comes at a time when India’s formal vehicle scrappage ecosystem is gaining scale. The commercial vehicle industry forms the backbone of India’s logistics and passenger transportation ecosystem, their timely retirement and responsible end-of-life management plays an important role in supporting safer, cleaner and more efficient mobility.
The partnership also builds on the Government of India’s efforts to formalise vehicle scrapping and create a credible ecosystem for End-of-Life Vehicles. The Vehicle Scrappage Policy introduced a framework of Registered Vehicle Scrapping Facilities, Certificates of Deposit and incentives to encourage vehicle owners to move away from informal disposal. For transport vehicles purchased against a Certificate of Deposit, under PARIVANTAN Scheme for NCT region. The Transport Vehicle that is eligible for this scheme, there is 100% waver of Road tax/MV Tax for 10 years & Loan interest subvention of up to 5% of the interest payable on the replacement vehicle.

Making commercial vehicle scrapping simpler and more transparent
Under the partnership, Rosmerta Auto Recycling will support Eicher Trucks and Buses dealers and customers through key stages of the vehicle scrapping journey, including:
• Registration and documentation support under the PARIVARTAN scheme
• Digital Certificate of Deposit (CoD) generation through the authorised RVSF ecosystem
• Scientific dismantling and depollution of End-of-Life commercial vehicles
• Generation and transfer of EPR credits from compliant ELV recycling, as applicable
• Documentation and regulatory support in line with applicable MoRTH and environmental guidelines
• Recovery and processing of metals and other valuable automotive materials for reuse and recycling
By routing End-of-Life commercial vehicles through an authorised RVSF, the partnership will help move vehicle disposal away from fragmented and informal channels towards a documented, traceable and environmentally responsible process.
Building a Circular Automotive Ecosystem
The partnership brings together a leading commercial vehicle manufacturer and an authorised vehicle recycling facility at a time when India’s automotive ecosystem is increasingly moving towards vehicle lifecycle management and circularity.
The scientific dismantling of End-of-Life vehicles enables the recovery of steel, aluminium and other automotive materials, reducing material wastage and creating opportunities for these resources to re-enter productive supply chains.
As India’s vehicle scrappage infrastructure expands, partnerships between OEMs, dealers, vehicle owners and authorised recyclers will be critical to converting policy intent into large-scale adoption.
